Albion’s Isaac Price sending a low effort wide of the far post in the seventh minute was the only chance of a first half that lacked much goalmouth action.
That changed when Heggebo’s swivelling volley from six yards out was well saved by Toth after Callum Styles’ cross had been headed into his path by Ousmane Diakite.
Ryoya Morishita blazed an effort high and wide for Rovers, who failed to threaten the Baggies goal in the first period.
The home side started the second period brightly, having brought on Jorgensen and Yuri Ribeiro at the interval. Baradji blazed wide from an angle from inside the box, before Atcheson flicked a header wide from a corner.
The hosts continued to up the pressure but failed to convert their best chance – Jorgensen appeared to duck as he tried to head in a 63rd-minute Morishita cross when contact with his head could have given his side the lead.
He had a shot blocked by Diakite in the box soon after, before Albion substitute Daryl Dike had an effort charged down with five minutes to go.
West Brom’s draw extended interim boss James Morrison’s unbeaten run to six games.
